The Green Party of Washington State is Dormant
Fall Convention this year was an on-line convention. The first item on the table was the CC's proposal to restructure the Green Party of Washington State. This proposal passed with 70% of the vote on Monday, October 6. As a result, the GPoWS is restructured as follows:
CARETAKER COMMITTEE
As of October 12, 2008, A caretaker committee is appointed made up of the following:
1. A Local Liaison, who will staff a couple of listservs to communicate information between members and between locals. Tom Barnard has volunteered to perform this task.
2. A National Liaison, who will transmit information to and from the same communication network to and from the GPUS. Nelson Cone will perform this task.
3. A treasurer to take in money, and occasionally disburse it. Kelly Lind will continue as Treasurer.
Others may join the caretaker committee to share in its work, or bring new ideas or proposals to the locals.
ADVISORY BOARD
As soon as possible following October 12, 2008, an advisory board—made up of delegates selected by each functioning local—will be formed to provide information to the caretakers, receive information from the caretakers, and vote on decisions that must be made at the state level.
TIME FRAME
The Caretaker Committee shall remain in place until December 31, 2009. At the end of this period of time, the committee shall call a statewide convention, re-constitute the GPoWS in accordance with its previous Bylaws (Bylaws version with Articles IV, V, VI, and VII that this amendment replaces), and elect a Coordinating Council provided that the following criteria have been met: (1) there are sufficient funds to run a state party (2) enough volunteers come forward to carry on the work of the state party.
ENDORSEMENTS, NOMINATIONS, DELEGATIONS, AND DECISIONS
1. All decision-making power, including endorsements, nominations, and appointing of delegations will be in the hands of the local Green Party organizations.
2. There will be no functioning central body that can make decisions, with or without consultations.
3. The Local Liaison (Caretaker Committee) will exist only to transmit information on proposals or events to the locals; s/he will not decide what their level of participation or support should be. If there is a decision involving participation or commitment, the locals will decide what level of support they want to offer.
4. If a state level decision is absolutely required, it will be made by majority vote of the locals, with the Local Liaison responsible for holding the vote, and each functioning local getting one vote.
5. Money held in the State account will be disbursed only by majority vote of the locals.
6. The Washington organization of the Power to the People Campaign of Cynthia McKinney and Rosa Clemente, Green Party candidates for President and Vice-president, is independent of the Green Party of Washington State. Locals and individual Greens, including Caretakers and members of the Caretaker Advisory Board are encouraged to work for the election of our Green Party candidates, including volunteering for or accepting positions in their campaign organization, but we will continue to respect our candidates’ right to conduct their own campaign in the way they see fit so long as they continue to support the Ten Key Values of the Green Party.
